Easy,in my opinion:
-if she's alone in her home(and don't/can't sneak out),no secondary shield,so she can masturbate;
-with family:no secondary shield,as she,obviously,won't have sex;
-if going out or having friends at home(and especially in her bedroom):secondary shield on,as she can easily have sex.
It would need a lot of locking/unlocking the secondary shield,but it is manageable.
This way,she would be allowed to masturbate,but is prevented to have any kind of sex.
