If you have your phone in a pocket at your body the transmission could be in your body depended on the orientation of the phone. If we design the necklace right The transmit signal would always be away from the body. The point is not which one has less impact important is the over all exposed power you will receive during a day. A good design would have less than a current phone in normal use.
Nevertheless the design would cost a lot of money and I don not see somebody would pay.

it depends, i think if it is important to someone, he/she will spend the money on it. but there are easier ways to monitor your children of course

Autism 20 years ago affected 1 in 180 Children in the US. Soon after that changed to 150. Today it's one in about 65 (or so). They claim it is not due to better reporting...

Given that, what is going on? Is it the Air, Water, Food Supply, or Electromagnetic radiation (ie. Cell Phones and so on) I'd love to know what happened. Is it antibiotics for cattle, the wrong fertilizer for crops, or is it Cell Phones?

I do not know, and I'd like to.

I'd say the GPS would probably be safe. Cell Phones are probably safe too. However, cell phone usage has increased dramatically in the last 20 years, and so has Autism.

Many research are done and couldn't find a solid influence on heath by using cell phones.

Apart from that I was writing that it would be possible to make it waterproof and a collar can be designed absolutely harmless for the wearer.

Anyway,it was only a theoretical discussion,to know if possible,not to apply it.It was more the technical part of it which was discussed than the purpose;it could have been discussed for a collar with RGB leds(like for gamer mouse and keyboard),for example,it would have been similar(and a RGB collar could be nice,if well done)!😉
