There was a few cases,told here or on Misterpoll,in which the chastity belt was a mother's idea,and the daughters accepted it and are not unhappy.But in these cases,the wearer have accepted it willingly(sometimes in exchange to get some advantages).

I agree with you,a talk with her daughter is necessary.
But I strongly disagree about being better to prevent a woman to touch herself.It is a natural and healthy activity,if not excessively,and should be allowed.It is why I suggest more an abstinence belt than a chastity belt.And it would be way easier for her daughter to accept and manage it if she knows it doesn't mean she would have to wait several years before getting an orgasm again.
