Well, it is obvious that thigh bands are not an item for a child, as a chastity belt is not for them too.
In my case, mother and elder daughter wear them, so, for me it is clear that bands are a normal part of chastity belt if you do not want than wearer can achieve some stimulation, however, bands are not used 24/7.
And when I asked her, it is obvious that I was on certain age, due my parents knew that if a child see something strange she would ask about it, and parents should not oversexualize to daughters and sons. So my parents were careful about it.
When my sister started to wear them was when I was fully aware of it. And, even I was not old enough to wear a belt, I was old enough to understand that a good girl must be protected.
