Yes, because there was a case where the tiniest suitcase padlock could only fit one tool. Lockpicking requires 2 tools, the tension wrench and the pick to push the pins. The tension wrench is to turn the lock and hold it's position, so the pins does not drop back down. The tiniest padlock had to be picked with only the pick, while I was turning it, so my pick was acting as a tension wrench, and it took way longer to pick, than the Burg Watcher padlock. The only upside, was lesser amounts of pins to pick in smaller locks.
If I had to pick something smaller, I'd probably bend acupuncture needles to get inside the lock.
Heavier locks would require more strength to turn, which needs sturdier keys and tools to pick, but I have not picked anything larger than a normal master padlock and house door lock. If I used my tools now, they'd probably bend really easily. My tension wrench has a slight bend after many uses, but it's useable for the next few years.
