You indeed would have the right to send your parents to jail for that. When they're not being let out because of being ad to pay bail, there's nobody at home anymore who could shop you from living there... of course, they could sell the house, but then they don't have anything more themselves when they come out.
And there must also be women's shelter in your country, for the worst case. Sure, you had to find some work to pay college (if it isn't free in your country)
How many years of college do you have left? If it's just a few years, I would focus on getting college done and then try to find a job, move out and go to university. The moment you move out you can get rid of your belt and tell your parents you'd call the cops if they wanted to stalk you. Or, as soon as you found a job and have the ability to move out, tell your parents you'd call the cops if they wanted to go on forcing you to wear the belt or if they wanted to hit you. You CAN get out of this. It's alright if someone does punish you for a fault you made, as long as you understand it and you are alright with it. But nobody has the right to abuse you.
