Human nature is good but corrupt, like a beautiful painting covered in ink rather than soup (hello extension rebellion). Defying this nature brings suffering. Man has to take upon himself that and other sufferings, humbly like Jesus, who took upon himself the cross. (By the way, Jesus in Gethsemane also experiences "depression" before the crucifixion.) Even the one who wishes that masturbation were not a grave sin is sinning gravely. Catholics have a duty to raise children in the Catholic faith. They can suggest that their children wear a chastity belt. If children refuse, because it is inconvenient, they are not sinning, if because they want to masturbate, they are sinning.
Ecclesiastical power stands above secular.
