I find it better to put it over;under,it was hard and I often ripped it...But I know many people put them under the belt too.
Lea I ask my parents and they only allow me to wear pads :/. Isn t it spending lot of times for you parents, to supervise you?
It can take some time for them,too,but if they decide to make you wear one,they should take their responsabilities about it too.

Better for hygiene,mainly,and I think it could avoid some pain if some hair are caught in the belt(not sure,if someone have experience about wearing one unshaven,it would be interesting to know if it happens).
