Same if you ride in motorcycle with short trousers....
Most of times police do not fine you, but if they want, they can do it.

Ines Article 18.1 of our driving code says that drivers are obligated to wear clothes that assure own freedom and safety.
So if you are stopped, and policeman is angry, you can be fined for wear heels!

I think such case will be dismissed in the court because there is no legal definition of it. So only angry or non-experienced cop can draw such fine.
However it can be counted as a negative factor in case of an accident

No, against safety. IT is not usual but they can do it, same if you drive a motorbike with T-shirt or clothes that can cause an accident, of put yourself in risk in case of accident.
