To get an idea of the block piece, you might also try to use a tie-wrap between the D-rings - that will still give you more room to move than the block piece, but less than a padlock. And if you manage to get the tie-wrap in the openings where the D-rings are connected to the thighbands, you can get a similar result:

Yes, sadely it will work.
But be careful, specially keyholders with not first hand experience see it as a very secure item, and usually like it, (ask to my cousin), so be careful and avoid being discovered.

You could stick as many pencils as possible both D-rings when they overlap. A elastic over and under the D-rings and the pencils can not fall out. This should be the same restriction in your steps as the bolt.

This is one possibility.
The main thing is to keep the overlapping D-rings in place.
You can also take a strong cord and tie them together so that they stay overlapping.
