Whether the key is mechanical or electronic is secondary to its function as a key and its ability to get taken. Some cars get keyed to phones now, but those tend to be in a price range where an unruly daughter is probably not the primary user.

Sounds like an interesting way to make sure she does not drive without the belt, but it does nothing to inherently extend the duration of the grounding beyond the unlocked period. Plus it only ensures that the belt is with her, not that it is properly secured, or even being worn. There would need to be interlocks to check that there is a girl inside and that the belt is locked with an approved lock whose keys cannot leave the house without causing alarm.
Also, with all the talk about car keys, my mind is now filled with khakis in Boston.
