Depend of the goal for the use of the abstinence/chastity belt,I think.If it is to protect the hymen,an abstinence belt is enough.If it is to prevent sexual pleasure,it is a chastity belt which can do it.

For me,it means she would not be punished if she does it,and that it is not a reason for a chastity belt(tolerated),but she should know it is not appreciated,not appropriate,and she should not do it anymore(not approved).

This is the point because I do not understand the use of an abstinence belt.
I am not against the girls that do not wear it, even if I lately see more and more advantages, but I believe that masturbation cab be "tolerated" but I do not think that a girl' s touches should be "approved".

I think opposite. While wear thigh bands have to be limited in time and for a good reason, remove the secondary shield should be very exceptional and linked to hygiene and comfort.
Even I am against forced wearing, the option for the girl should be wear a belt or do not wear it.
Abstinence belt for me is a way of use sugar in a non totally willingly wearing.
In the situation you describe, the girl not only should her secondary shield on, but wear thigh bands too. With a short chain. Very short. 😈
