In your case, the reason for the belt is different - your father thinks a girl shouldn't be allowed to do anything sexual because she's not married. I don't agree with his reason, because a girl should decide for herself once she's old enough. I don't think a 12 year old would understand this reason, too. I agree with you.
The main problem is that such a girl could look at or touch her private area whenever she wants without a proper reason to do it at her age (toilet or hygiene only). Even without sexual interests, she could put her hand down there while in bed, or quickly pull down the front of her underwear to look there while changing clothes, etc. And it happens more often than, say, masturbation (I did those myself as a teen before I even knew anything about sex or masturbation, and it would have been better if I couldn't). What's important is that the belt makes a girl's private area impossible to touch because she is too young for that - that's my reason for the belt, and any 12 year old girl would understand why she would have to wear it.
