If you're awake when he's sleeping,he couldn't monitor you,for example.Or when he has an important talk on the phone.Or has an appointment and must go out.There is a lot of situation in which he couldn't monitor you.

I understand it,if the rules would be stricter and as effective as your chastity devices,using a chastity belt is the "less worst" possibility.
