As far as I understand your fathers intention you wear the CB to protect you not to get pregnant. With your current relation there is no risk.
When you turn 18 you can decide everything by yourself. He has no saying but you can follow his advice if it suite you.
Based on that I would start the negotiation.

By the way. Why is your father still single?
Does he fears women?
Or does he keep the situation as it is because he can do what he cannot safely do with a woman. Especially through your dependence?

my father has not had a good experience with relationships, he had two failed relationships before my mother and my mother left us shortly after i was born. i think that is also a reason for the belt, because he wants me to marry someone who loves me honestly. he is not interested in relationships at the moment.

For a relation you need two. If he failed tree times it looks like he didn't learn something out of it and choose every time the wrong type of women.
I learned at this forum that types of relation exist I thought it not exist in Germany. You have to search for the matching partner but nevertheless you have to work on the relation. Independent which kind it is.
