In principle, it is easier to keep a penis from being stimulated than a vulva, just shove the whole thing into a tube and tie that to the body in some way. Some ways of securing the tube are more effective than others, but a tight belt around the crotch has an easier time keeping a male body under control than a female one, and there are tons of not-quite-as-secure-but-still-better-than-nothing options for people seeking something less invasive. I think most guys here who have their penises secured have their tube held on by a ring around the penis and scrotum. Also, males tend to have a higher sex drive on average, so they will likely feel the effects of sexual denial more quickly.
Now, whether you believe that male sexual abstinence is worth promoting, or whether there are many guardians of males that take an interest in their chastity, that is a very different question. The former one is of course very much up to each person's individual values. As for the latter, I am sure there are many people who wish their sons would masturbate less (rumor has it that this is what led to the spread of routine circumcision in the USA), but how many of them would use chastity devices is a different question. Considering that male chastity devices are often off-the-shelf products (especially the "trapped-ball" cages), whereas full belts (i.e. the most widespread option for female chastity) are custom-made, and that most manufacturers see themselves in the sex toy business and refuse to produce belts if they know the wearer is underage, I find the stories of locked-up boys far more believable than those of locked-up girls, to be honest.
