Easy said: Gallium enters into the steel and weakens it to a point where it collapses under its own weight.
(This doesn't need to happen though, it can also just weaken it to a point for you can break the steel apart, I think it depends on the composition of the steel)

And yes a girl could do this while she is actually wearing the belt. Gallium isn't dangerous, unless you get it in the eyes or are the Terminator.

It depends on the metal. Gallium works with a lot of different metals, however alloys are immune to it (most of the times). So you could try. It should work.

However Steel with added tungsten should be proof against.

I imagine it can works,yes,a chemical reaction when it is used on metals,but not very discreet to open it his way!

So not very useful,we can destroy it too,or call a locksmith/firemen,especially as I doesn't even know about Gallium,and think many people never heard of it.
