Joh Making it more difficult for the same person to say they are under 18 in one thread and participate in "spicy talk" in another would already do a lot to keep the forum clean.

One wonders the victory conditions.
Probably a bit like arm wrestling or tug of war. First one to fill out the entire length (or, if there is a time limit, whoever is over the center line when the time runs out) wins.
The winner will surely be the underdog featured in a slickly cut training montage set to upbeat 80s music.

In general, however, implementation is difficult. What do we do with users who we don't know how old they are and who don't want to say their age, or who lie about their age?

Renita not applicable here, but in my adult community, we have a separate place where only people that we meet in person can enter. We do a lot of meeting (they are mostly called “munch” )
Here it can be a picture with a paper in hands where it’s written nick and the site name. Or a lot of other possibility.
Joh If a thread should be only for women it is necessary to know if the told gender right.
The idea is not so much to know whom we are talking to. The idea is to make sure that all the spicy stuff gets put into an area where nobody can claim to be a minor, so any spicy fantasies about minors can be snuffed out quickly and with prejudice.

I think any attempt in that direction is going to fail, u less you want to implement professional age verification systems (which don't come for free).
Rather than engaging in a guessing exercise who is what he/she claims to be, why not accept people at what they claim to be.
There will always be fakes and trolls.
