Throughout your text you assume that the purpose of life is bodily pleasure. Human existence has meaning only if you sacrifice yourself or others for the interests of your nation and state. As you yourself admit, wearing a chastity belt contributes to earlier marriages and therefore to earlier children.
You often talk about health, but what does it mean? And the socialist definition of the WHO, I don't care. Is pregnancy unhealthy because it reduces life expectancy? Health is meant to be used to produce children and fight for new means of living, such are the laws of evolution. In ancient Greece and in the Roman Empire, the virginity of daughters was of great value (at least officially), after all, the first chastity belt was forged by the Greek god Hephaistos.
Wearing a belt should be legal, common and revered for women, of course. If there in antic word were such chastity belts back then, as they are today, they would certainly be widely used. And Rome is our model.
