                                                          I assume her CMOS is set to not boot to external devices and to not allow access to the boot or configuration menus without a password. There are ways to get around that, but they are more complicated than just sticking in a USB and pulling up the boot menu.

I got my own phone like by 16, even then i could set my own password and I was the first person to unbox the phone at the store. Now I have one I brought with my money, and I pay the carrier fees so I'm sure there isn't anything like that on this phone. Is the parental control on the windows operating system or on a bios level? If it's on the OS level, I'm sure you should be able to boot a different OS.
