Your idea to not cover the cage in the best possible way when in public and dealing with other people (e.g. in a swimming pool) is offensive.
You might have exhibitionistic fantasies, but when you involve strangers that have neither asked nor consented to be involved in your chastity life, you have crossed a line.
I believe everyone should be able to act out his/her kinks, but if you crossed that line in my presence, I would make sure you got your day in court for this.
