I don't like to be "punished" or restricted if I haven't break a rule(or if my parents don't have proof I did it).I would have more troubles to accept it(especially if I haven't did anything wrong;if I misbehaved and it is only a matter of proof,I can accept it more "easily"),and would feel it unfair.

It would be unfair,and I think there would be a lot of resentment and anger in this case.

There can be in my opinion only two reasons (parents) wearing the belt.

Light version : To preserve only virginity until marriage.
Hard version : To repress straight to sexual pleasure outside marriage. Because parents consider that sexual pleasure is a cause of depravity for the girl.

I see no reason other than these two.
