i actually think so too. d-rings have to be ordered separately so parents who do this at least think about ordering thigh bands in the future

They may only order it in case of need,but decide it would be useless to use thigh bands(for example,if they think the belt is secure enough without these).

that's what i meant, i didn't mean that the parents will order thigh bands right away, but they are definitely thinking about it.
