I think this situation comes from the following reasons:
1) Low wages. The category of people, who can lock their children in belt, can't afford it. 1000$ is the BIG amount of money. We prefer to spend this money to make our live better.
2) Attitude to sex and sex toys. If this things touch your private parts and it is not panties or smth similiar - it is sex toy. A lot of people don't like sex toys because "it's a sin". But we have positive developments in this direction. As the saying goes, "there was no sex in the USSR." Now sex is no longer considered something necessary only for reproduction.
But personally, I think that chastity belts should be here. For girls and boys. Why?
We must start with the fact that sex enlightenment is not very popular in Russia. Moreover, some organizations are trying to ban because of "sex is a sin." Some parents forbid their children, both girls and boys, sex, masturbation, and more. But, as the Bible indicates, the forbidden fruit is sweet. It is good if such children begin to masturbate and nothing more. Some start having uncontrollable sex. However, they do not know what contraception is, how children appear, they have never heard of STDs. And then their parents wonder why the child got AIDS or is pregnant at 16. After all, she is forbidden to even think about sex. I would force some people to wear a chastity belt with forced sex education. In Russia, there are often cases when a girl at the age of 19-20 has a child not from her legal husband, but from casual sex.
The same situation with the boys. Some just turn into sex machines and have sex with anyone, even sometimes with other boys.
