That literally drains a phone's battery and cause degradation of your phone's battery.
One at home is probably set up at the beginning, I guess highschool wifi hotspot isn't secure one (Like one you don't need a password) so it might automatically connect to it.
College hotspots, at least ones in my country needs to have PEAP credentials which is complicated to set up. Which means it won't be able to even automatically connect to it.

I'm not from some religious family or something, but I'm from average Asian family. So I don't really know about how dynamics in religious families work, but I know somewhat about conservative families (ie my relatives). Even they would think electroshock as a punishment for kids is not normal at all.
