There is no question Jane was sexually active and Monica bought the belt to curtail that activity. There deal was to have her wear it when she left the house, as far as I know she remained unbelted at home. Jane initially agreed to that but over time changed her stance and refused to wear it.

I would not argue with that, the father was in control and deserves the lion's share of the blame. But by all accounts Jane was a willing participant and nothing has been alleged to the contrary.
youdontknowme How exactly did that scandal force her? Was Jane being harrassed and the authority figures at that school did nothing to stop it? Did Jane feel ashamed of what happened? Or was Monica just unhappy people at school knew that her daughter did not share her views on sexual morality.
The way I see it, whether Jane can have sex or not is between her and her partner, whoever that might be at the moment. Monica does not need to support that, of course, but she is also quite limited in her means to counteract behavior she does not approve of; she cannot restrain Jane from such behavior without the latter's consent.
Force may be too strong of a word here, she didn't have to move or switch schools but from what I understand social ostracization was strong and ridicule from fellow students was great and a change was needed. Those are personal decisions that each individual would have to make for themselves.
