I believe that's the area that would be best to cut. As for which tools, a Dremel may be best. Then again, you could also use that dremel to cut the padlock, so it's whatever you are comfy with.

                                                My lock was replaced with a custom made one, so I only have the chance to cut the hardened 3mm metal belt. Not that easy. 😅
