no, i agree with you and i am not allowed to put the devices on myself, but it could be, for example, that you put the devices on yourself and only the locks are checked again.

My partner checks both my self (for hygiene and abrasions etc.) daily and my devices (CB and thigh bands) for hygiene and damage. She makes sure that all locks are operating properly so that in an emergency I could use my keys to free myself. I suppose she doesn't check the locks for scratches or damage but then, since I wear my devices voluntarily, there really isn't any need.
