universal circumcision in the Uk and the USA started in the late 19th century. When masturbation was widely regarded as a tremendous evil. It stopped in the UK following WW II because the national health would only pay for medical necessity. In the states insurance will pay for it so it continues. Moms usually authorize it because they don't want their boys to be different. Living in the USA I don't think I ever saw an un snipped male until I was in my 20s.
