Anyone with functioning fingers and decent dexterity can learn to pick a basic lock in a matter of hours. I once learned it myself because I was bored though I'm out of practice now, laughs. Learning it if you're being watched all the time, that's a different matter.

Since a hobby is not a legitimate business need, the lock picking hobby is effectively banned. The law does not specify just lock picks, but rather any tool that can be used to bypass locks!
