In my opinion, the best combination would be a waist chastity belt worn over a corset. I've seen this arrangement many times in fetish photos and it seemed to make the most sense. I doubt that wearing a belt under a corset would be comfortable. What's more, if you look at the 19th century constructions, the corset has always been a kind of base for elements covering the genitals (chastity belt). The best example is the male chastity belt from the New York sex museum, where the basis of the construction is a leather lumbar corset to which elements covering the crotch and closing the whole are attached. If you plan to wear the chastity belt all the time, you can also adjust the corsets to attach the belt to them by sewing on the belt loops.
