Ines Yes... I agree. However, in real life this has a lot of problems.
Of course; even if you decide to ignore the legal and cultural shifts that those scenarios require, there are practical issues that are even harder to overcome - every person in a country must be able to adapt to long-term wear of the "have the key out of reach" kind, probably within quite the limited time frame as well. And for the ladies, a full belt with all the struggles that come with an unyielding pair of steel underpants is pretty much the bare minimum - unlike us boys, you do not have any bulky external genitalia you could attach a cage to. Which makes the idea of nobody in that fictional culture being physically unable to comply with the law/tradition a bit challenging to say the least.
