That is actually how it works in most of Europe - in some places, like Germany, prostitution is legal but pimping most definitely is not. On others, for example Sweden, there are laws against prostitution, but they criminalize then johns, not the hookers.         Men who need money to support their families often seek out risky/hard jobs because the money is better, cops, firemen, construction, etc. A better question might be why is it OK for a man to sell his body doing hard labor but a woman cannot sell her body (some places) to earn a living as a sex worker.
