Maybe it's a language nuance, but in Spanish we have a subtle difference between "frequent" and "normal".
Sometimes they are synonyms, but they have the subtle difference that "normal" also implies "acceptability" or "convenience" of that action.
Living together without being married may be "frequent" but I don't think that's "normal" either.

For example, in Germany, there was a time when sex crimes were legally considered "crimes against public morality", and providing a shared bed to unmarried couples was against the law. Now, the same crimes are considered "crimes against sexual self-determination", and most things that involve consenting partners have been made legal. So if the law has changed, that is pretty strong evidence that the agreed-upon standards of what is acceptable also have.
