It's not just about orgasms.
A young teenager shouldn't be allowed to drink alcohol, but it's not because she would feel drunk, it's because it's wrong to drink alcohol at such age, even if it's not enough to get drunk. Feeling drunk isn't the problem, drinking alcohol is. It's ok to let her have a very small sip if she's curious what it tastes like, but nothing more than that until she's older.
It's the same with orgasms. Orgasms aren't the problem, touching that area is. It's ok to let her wash herself there while taking a shower, otherwise it should be kept inaccessible until older.

i disagree. alcohol has a proven harmful influence, especially on children and teenagers (even on some adults). touching the intimate area or mastubation or sex does not have this proven bad influence

In almost every situation, when a girl touches there, it would be better if she didn't or couldn't. That's why a girl doing anything involving her private area should require permission first.
Back when I was 14 I did not know about masturbation or orgasms. Still, I wish I had a belt back then, it would have been good for me.
