Somewhere in this forum I believe someone defined the difference for belts as 'abstinence belt' vs 'chastity belt'.

I still don't really understand this distinction. If you are free to masturbate then a partner is free to give you an orgasm in the same way (and often others). To me, non penetrative sex is still a form of sex.

              That is not true, let's assume that I "only" not allowed to have sex. I could then be alone in my bed and masturbate, but my partner couldn't be with me. Alone or with someone else is the decisive difference

                                              Anyway, I think you see yourself as an external party applying your mother's own beliefs to her. She's told her that the only way she returns the belt to Christine's possession is around her waist and firmly locked. If she had time with the belt on her own, she might be able to alter it to escape. Her mother is wise not to allow her access to it. Even if she's not wearing it now, the day may come for it again.

Her mother seemed very firm about not permitting any orgasms, not just as a side effect of the belt but as one of the main purposes. So once @Christine is belted again, it probably means complete chastity.

Her mother does not want her to have access to the belt so she can’t interfere with the lock. Which is logical. The belt is not Christine’s property. It belongs to the keyholder, her mother, and if Christine wants it, it should be properly locked on.
