I figured it would be more of a three-way meeting between the mother, the wearer and the partner where they make that decision together, some time during wedding preparations. In a fictional world where chastity is more commonplace, I might imagine the key being handed along with the rings from the parents to the best man to the wearer and finally to their partner, but that would be kind of impractical in reality, where most of the wedding party is unlikely to know about your chastity arrangement.
